Mirko Bonadei 611f21d0d4 Revert "Add HEVC support for h264_packet_buffer."

This reverts commit a2655449ee310704ee2053fd6d43a5ab7002b755.

Reason for revert: H265 tests must be hidden behind RTC_ENABLE_H265.
