Per Kjellander 5f133dbc29 Field trial for pacing relative lower link capacity
This adds a field trial to change the pacing rate to pace
at a rate relative to max(bwe ,lower link capacity)

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
