Victor Boivie 5df960d307 Revert "dcsctp: Use stream scheduler in send queue"
This reverts commit d729d12454906d924d5a142deb3432e2d5fa97ae.

Reason for revert: Breaks downstream project.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
