Shunbo Li 521b09bfb7 Fix regression caused by default action changed for h264:Nalu:kFiller
This commit fixes the issue of discontinuous RTP sequence numbers
caused by improper discarding of these nalu types:
kFiller/kEndofSequence/kEndOfStream.
