ModuleRtpRtcpImpl and ModuleRtpRtcpImpl2 share certain components, RtcpReceiver in particular. To always have Environment in RtcpReceiver both legacy and new module need to propagate it. No-Iwyu: suggests too many changes, better address them separately.
