Reason for revert:
Breaks FYI bots.

ninja: error: '../../third_party/webrtc_overrides/webrtc/base/logging.cc', needed by 'obj/third_party/webrtc_overrides/webrtc/base/rtc_base.logging.o', missing and no known rule to make it

Original issue's description:
