Harald Alvestrand 38b768c588 Factor out the transceiver list into a separate object. 
This component is heavily referenced by both PeerConnection and
SdpOfferAnswerHandler; it's likely that it will end up in
SdpOfferAnswerHandler.

Encapsulation makes it easier to move around.
