- Removes a strong-reference cycle between RTCPeerConnection and
  RTCPeerConnectionObserver
- Gives RTCPeerConnectionObserver a virtual dtor
- Ensures RTCPeerConnectionTest tears down correctly
- Ensures AppRTCDemo tears down correctly
