This reverts commit 12325c5b83d46e5114ce27c7db97ab5e8ab08ff9.

Reason for revert: It breaks win32_asan.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
