Harald Alvestrand 1c5808145e Ignore RID that appears without an a=simulcast entry
RID is defined for multiple usages in RFC 8851, but we only support
usage with a=simulcast as specified in RFC 8853.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
