Danil Chapovalov f7f8a1f176 Cleanup RtpPacketizer interface
merge construction and call to SetPayloadData
Add NumPackets instead of SetPayloadData
Remove virtual ToString() as unused
move CHECK(rtp_video_header) from RtpPacketizer::Create to RtpSenderVideo::SendVideo
