The MovingAverage class was very specific to the QualityScaler. This commit generalizes the MovingAverage class to be useful in other situations as well, and adapts the QualityScaler to use the new MovingAverage. WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
