brandtr 12a47f6965 Split up VideoProcessorIntegrationTest files.

Changes made:
* VideoProcessorIntegrationTest definition goes in .h file.
* Member function definitions go into .cc file.
* Tests move to _libvpx.cc and _openh264.cc files.
