pbos@webrtc.org 0f3d0bb601 Stop video capturers in multi-stream test. 
Expected to reduce runtime and flakiness in
CallTest.SendsAndReceivesMultipleStreams on linux_memcheck which is
presumed to be due to contention between the threads.
