Mirko Bonadei 09472fd8d9 Reset cache on Windows bots.
This is required to restore a lot of Windows bots that are failing to
compile after the attempt to roll libc++.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
