hbos and hta are already OWNERS of webrtc/stats/ and of rtcstats* files (per-file rtcstats*=) in webrtc/api/. When the webrtc/api/stats/ folder was created we forgot to add this OWNERS file (per-file OWNERS does not apply to subfolders apparently).
