Danil Chapovalov 44727b48d6 Cleanup rtcp StreamStatistician::OnRtpPacket
inline InOrder check
remove it from IsRetransmit check as redundant
avoid call to IsRetransmitOfOldPacket when packet arrived in order
take current time once
Remove packet overhead counting as unused
