Every message will now be traced with the location from which it was
posted, including function name, file and line number.
This CL also writes a normal LOG message when the dispatch took more
than a certain amount of time (currently 50ms).
This logging should help us identify messages that are taking
longer than expected to be dispatched.

This CL turns nativeConfiguration into createNativeConfiguration returning a
pointer or nil on failure. This method's certificate generation is updated to
use the new API and reports failure (nil) if unsuccessful instead of relying on
the default certificate. We also remove the implicit assumption (now incorrect)
that RSA is the default. This is the same type of changes as was done in
https://codereview.webrtc.org/1965313002 but this file
(RTCPeerConnectionInterface.mm) was forgotten.
With no more usages of kIdentityName it and dtlsidentitystore.cc is removed.
Also removes unnecessary #include in peerconnectioninterface.h that was still
remnant due to an indirect include of kIdentityName.
RTCConfiguration+Private.h now lists method nativeEncryptionKeyTypeForKeyType
which was added in the above mentioned prior CL.

For historical reasons gyp_webrtc.py was launcher script
for gyp_webrtc and the python logic lived in the
gyp_webrtc. This change moves python code into the
.py file makes the extension-free gyp_webrtc a launcher
for gyp_webrtc.py.
Other changes:
* Move the code into a main() function.
* Add call to disable GC to save some processing time.
* Set executable permission on gyp_webrtc.py and remove it from
gyp_webrtc.

It appears that the adapt_frame_drops, effects_frame_drops, and capturer_frame_time statistics are never used. They are collected by cricket::VideoCapturer, and copied into VideoSenderInfo by the VideoMediaChannel::GetStats method.
So delete the code to generate the statistics, and the VariableInfo template which had no other uses.

Devices exist (specifically the 16GB 5th generation iPod Touch) that do not have
a rear-facing camera.
This CL:
- Adjusts RTCAVFoundationVideoCapturerInternal so initialization doesn't fail
because a rear-facing camera doesn't exist, but still logs a warning
- Provides a check for whether or not a rear-facing camera can be used (useful
for toggling UI elements)
- Turns an attempt to switch to the rear-facing camera into a no-op with a
warning.

1.Check whether a connection is a backup connection. A connection is considered as a backup connection only if the channel is complete, the connection is active and it is not the best connection.
2. Ping a non-backup connection if it is active and for backup connection, ping it at a slower rate.
Note the default behavior is the same as before.
Also cached the channel state since we are accessing it more often.
