This will allow for transitioning PacketReceiver callbacks and
network related callbacks from being posted over to the worker thread
and instead can stay on the network thread along with related state.

This CL removes //build/config/clang:find_bad_constructs from the
suppressed_configs list, which means that clang:find_bad_constructs
is now enabled on these translation units.
