This is needed in order to be able to update the legacy stats
collector to fetch data channel stats from the network thread, which
is part of an upcoming change to data channels.

We should have done this a long time ago.
Let's do the same for stats_types.h in a separate CL because that file
is part of the api/ folder and needs some special care (typedefs and
temporarily include helper to avoid breaking downstream projects).
