render_time time field (means capture time for sender side) is used by rtcp SenderReport to calculate offset since last frame and to estimate rtp timestamp for the time SenderReport should be send at.
mapping between rtp timestamp and ntp time in SenderReport is used for stream synchronization.
calculation of rtp_timestamp (using ntp_time of incoming video frame) for rtp packets is unchanged.

Permits measuring encoding time even when performed on another thread,
typically for hardware encoding, instead of assuming that encoding is
blocking the calling thread.
Permitted encoding time is increased for hardware encoders since they
can be timed to keep 30fps, for instance, without indicating overload.
Merges EncodingTimeObserver into EncodedFrameObserver to have one post-encode
callback.

The main purpose was the interface-> include rename, but other files
were also moved, eliminating the "main" dir.
To avoid breaking downstream, the "interface" directories were copied
into a new "video_coding/include" dir. The old headers got pragma
warnings added about deprecation (a very short deprecation since I plan
to remove them as soon downstream is updated).
Other files also moved:
video_coding/main/source -> video_coding
video_coding/main/test -> video_coding/test
