25d0bdc1bc Delete support for receiving RTCP RPSI and SLI message.
This code has been unused for years, and at least the RTCP RSPI sending
logic appears broken.

84a3759825 Change rtc::VideoSinkWants to have target and a max pixel count
The current method with max_pixel_count and max_pixel_count_step_up,
where only one should be used at a time and this first signaling an
inclusive upper bound and other other an exclusive lower bound, makes
for a lot of confusion.

I've updated this to have a desired target and a maximum instead. The
source should select a resolution as close to the target as possible,
but no higher than the maximum.

I intend to also add similar frame rate settings in an upcoming cl.

b1ca073db4 Rename adaptation api methods, extended vie_encoder unit test.
Use AdaptDown/AdaptUp instead of ScaleDown/ScaleUp, since we may want to
adapt using other means than resolution.

Also, extend vie_encoder with unit test that actually uses frames scaled
to resolution as determined by VideoAdapter, since that seems to be the
default implementation.

where the video would no longer start in a scaled mode. This CL adds
code that compares incoming captured frames to the target bitrate,
and if they are found to be too large, they are dropped and sinkWants
set to a lower resolution. The number of dropped frames should be low
(0-4 in most cases) and should not introduce a noticeable delay, or
at least should be preferrable to having the first 2-4 seconds of video
have very low quality.

57c2fff361 Periodically update channel parameters and send TargetBitrate message.
Currently, parameters are periodically updated, but the TargetBitrate
message is only sent if a new bitrate is set. It should be sent
periodically to indicate the signaled bitrate is valid and to prevent
stale values due to loss of RTCP packets.

Bug affecting perf tests has been fixed. The issue was that I had accidentally disabled cpu overuse adaptation based on the encoders ScalingSettings, not just quality-based scaling.

0c8c538835 Properly report number of quality downscales in stats.
A regression was introduced in 876222f that caused these stats to
be reported incorrectly. This used to be only implemented for VP8
but should now be available for all codecs.

The new denoiser implementation and its tests are kept for now. This
code is also unused, but there are some plans to take this code into

876222f77d Move usage of QualityScaler to ViEEncoder.
This brings QualityScaler much more in line with OveruseFrameDetector.
The two classes are conceptually similar, and should be used in the
same way. The biggest changes in this CL are:
- Quality scaling is now only done in ViEEncoder and not in each
  encoder implementation separately.
- QualityScaler now checks the average QP asynchronously, instead of
  having to be polled on each frame.
- QualityScaler is no longer responsible for actually scaling the frames,
  but has a callback to ViEEncoder that it uses to express it's desire
  for lower resolution.

including two fixes:

1. SimulcastRateAllocator did not handle the screenshare settings properly for numSimulcastStreams = 1. Additional test case was added for that.
2. In VideoSender, when rate allocation is updated after setting a new VideoCodec config, only update the state of the EncoderParameters, but don't actually run SetRateAllocation on the encoder itself. This caused some problems upstreams.

Please review only the changes after patch set 1.

Extract bitrate allocation of spatial/temporal layers out of codec impl.

This CL makes a number of intervowen changes:

* Add BitrateAllocation struct, that contains a codec independent view
  of how the target bitrate is distributed over spatial and temporal
  layers.

* Adds the BitrateAllocator interface, which takes a bitrate and frame
  rate and produces a BitrateAllocation.

* A default (non layered) implementation is added, and
  SimulcastRateAllocator is extended to fully handle VP8 allocation.
  This includes capturing TemporalLayer instances created by the
  encoder.

* ViEEncoder now owns both the bitrate allocator and the temporal layer
  factories for VP8. This allows allocation to happen fully outside of
  the encoder implementation.

803d97f159 Let ViEEncoder express resolution requests as Sinkwants.
This removes the VideoSendStream::LoadObserver interface and the implementation in WebrtcVideoSendStream and replace it with VideoSinkWants through the VideoSourceInterface.

To do that that, some stats for CPU adaptation is moved into VideoSendStream. Also handling of the CVO rtp header extension is moved to VideoSendStreamImpl.

21d45d2ab6 Reland Change ViEEncoder to not reconfigure the encoder until the video resolution is known.
This is the second reland.  Patchset 1 contains the reverted cl.
Patchset 2 revert the change to initialize the encoder with resolution 1*1pixels if an internal source is used.
This is to to fix the problem reported in https://codereview.webrtc.org/2457203002/ https://build.chromium.org/p/chromium.webrtc.fyi/builders/Mac%20Tester/builds/35251 remoting.
Fix has been verified to work in Chrome.

a48ddb7636 Add VideoSendStream::Stats::prefered_media_bitrate_bps
This cl move calculation of stats for prefered_media_bitrate_bps from webrtcvideoengine2.GetStats to SendStatisticsProxy::OnEncoderReconfigured.
This aligns better with how other send stats are reported and is needed as a prerequisite for moving video encoder configuration due to video resolution change

512ecb3206 Let ViEEncoder tell VideoSendStream about reconfigurations.
This cl change so that all encoder configuration changes are reported to VideoSendStream through the ViEEncoder.
Also, the PayLoadRouter is changed to never stop sending on a an ssrc due to the encoder video frame size changes. Instead, the number of sending streams is only decided by the number of sending ssrc.

This cl is a preparation for moving encoder reconfiguration due to input video frame size changes from WebRtcVideoSendStream to ViEEncoder.

26091b1118 This reverts commit 8eb37a39e79fe1098d3503dcb8c8c2d196203fed. Chrome now have its own implementation of TaskQueues that is based on Chrome threads.

- Add task queue to Call with the intent of replacing the use of one of the process threads.

- Split VideoSendStream in two. VideoSendStreamInternal is created and used on the new task queue.

- BitrateAllocator is now created on libjingle's worker thread but always used on the new task queue instead of both encoder threads and the process thread.

- VideoEncoderConfig and VideoSendStream::Config support move semantics.

- The encoder thread is moved from VideoSendStream to ViEEncoder. Frames are forwarded directly to ViEEncoder which is responsible for timestamping ? and encoding the frames.

> - Add task queue to Call with the intent of replacing the use of one of the process threads.

> - Split VideoSendStream in two. VideoSendStreamInternal is created and used on the new task queue.

> - BitrateAllocator is now created on libjingle's worker thread but always used on the new task queue instead of both encoder threads and the process thread.

> - VideoEncoderConfig and VideoSendStream::Config support move semantics.

> - The encoder thread is moved from VideoSendStream to ViEEncoder. Frames are forwarded directly to ViEEncoder which is responsible for timestamping ? and encoding the frames.
