Since this is a test for a fake network, it's only natural that it uses
a fake clock as well. This makes the tests much faster, less flaky, and
lets them be moved out of "webrtc_nonparallel_tests", since they no
longer have a dependency on any "real" thing (sockets, or time) and
can be run in parallel as easily as any other tests.
As part of this CL, added the fake clock as an argument to
VirtualSocketServer's and TestClient's constructors, since these classes
have methods that wait synchronously for something to occur, and if the
test is using a fake clock, they need to advance it in order to make
progress.
Lastly, added a DCHECK in Thread::ProcessMessages. If called with a
nonzero time while a fake clock is used, it will get stuck in an
infinite loop; a DCHECK is easier to notice than an infinite loop.

Fix issue where running tests on iOS would get killed after a certain
time had passed. This seems to be due to springboard killing apps
that don't have a GUI running. Creating a UIApplication to wrap
the test suite seems to solve this problem in chromium.
This CL adds a class for this purpose. Most of the code was copied
from chromium with bits taken out.

Specifically, they handle all combinations of two integer and two
floating-point arguments by picking a result type that is guaranteed
to be able to hold the result. This means callers no longer have to
deal with potentially dangerous casting to make all the arguments have
the same type, like they have to with std::min() and std::max().
Also, they're constexpr.
Mostly for illustrative purposes, this CL replaces a few std::min()
and std::max() calls with SafeMin() and SafeMax().

Due to quirks of the Cocoa runtime several platform-specific fixes were
in place. See the deleted files maccocoathreadhelper and
scoped_autorelease_pool for examples. There is no way to do a stack-based
RAII autoreleasepool that is compatible with ARC, and autoreleasepool
blocks can't be used with c++. The solution was to separate out the
implementation of some methods in thread.h to an ObjC++ file for Darwin
platforms, allowing us to get rid of the helper classes and enable ARC
everywhere.

Reason for revert:
It turns out cryptstring was used by Chrome. In the xmpp code recently moved there from webrtc.
So this code has to be moved too, it canät just be deleted.

This is step 1 in the following process to move the task runner
abstraction over to Chrome, without gettings link errors on duplicate
symbols.
1. Move files from the rtc_base target to a new target
rtc_task_runner, and let rtc_base publicly depend on it.
2. In Chrome, add an explicit dependency on rtc_task_runner where it
depends on rtc_base.
3. Drop the webrtc dependency rtc_base --> rtc_task_runner.
4. Copy task runner code to Chrome (cl
https://codereview.chromium.org/2694903005/), and drop its
dependency on webrtc's rtc_task_runner target.
5. Delete the rtc_task_runner target and corresponding source files
from webrtc. Mission accomplished!
