This CL adds interfaces for the new video codec factories and wires them
up in WebRtcVideoEngine. The default behavior is unmodified however, and
the new code is currently unused except for the tests.
A follow-up CL will be uploaded for exposing them in the
PeerConnectionFactory API: https://codereview.webrtc.org/3004353002/.

This makes it possible for decoder factories to actually provide any
video codec, not just the ones WebRTC knows about. It also brings
the decoder factory interface more in line with that of the encoder
factory.

VideoDecoderParams contains the id of the receive video
stream. Motivation behind this change is to enable down
stream apps easier map raw non-decoded data to incoming
streams.
