With the encoding parameters in the SimulcastConfig objects, it wasn't
possible to configure explicit encoding parameters when using singlecast,
required for example to use the spec standard SVC API.

This is the first step in the next refactoring:
1. Make general peer params immutable and accessible only via const ref.
2. Extract params which can be changed during the call
3. Expose mutators for mutable params protecting them with proper
locking.

Having ScopedFieldTrials at class scope might introduce some hard
to understand lifetime patterns. Keeping them in scope only for the
Run method simplifies that, reducing the risk of problems.

Move creation of video sinks for dumping and showing rendered video on
