The URL of the ICE server will be reconstructed by the Port and the URL
attribute is added to the cricket::Candidate struct so that we can tell
which ICE server the candidate was gathered from.
This CL only changes the native C++ code. The Java and Objc wrapper will
be created in separate CLs.

Bulk of the changes were produced using

followed by additional includes of base/checks.h in affected files,
and git cl format.
Also had to do some tweaks to #if !defined(NDEBUG) logic in the
taskrunner code (webrtc/base/task.cc, webrtc/base/taskparent.cc,
webrtc/base/taskparent.h, webrtc/base/taskrunner.cc), replaced to
consistently use RTC_DCHECK_IS_ON, and some of the checks needed
additional #if protection.
Test code was excluded, because it should probably use RTC_CHECK
rather than RTC_DCHECK.

if the network monitor detects it after the native code does.
Also set the network cost for ethernet, wifi, unknown, cellular network type to be 0, 10, 50, 900,
so that unknown networks will have lower precedence than known networks with low cost (like Wifi) but higher precedence than known networks with high cost.
And third, infer network type based on limited name matching in Android if there is no network monitor or network monitor did not find the type.

If a STUN ping arrives before the remote description does, a prflx
candidate will be created with an unknown generation.
Once the remote description does arrive, the candidate's generation
should be set so it can be sorted properly, and replaced by a non-prflx
candidate once the candidate is signaled.

For now, the network cost is purely based on the network type (cellular has cost 0xFFFF and everything else has cost 0).
Add cost to the candidate signaling and the stun request signaling (which is needed for peer reflexive candidates).

Expose adapter_type from Candidate such that we could add jmidata on top of this.
Created a new type of report just for Ice candidate. The candidate's id is used as part of report identifier. This code change only reports the best connection's local candidate's adapter type. There should be cleaning later to move other candidate's attributes to the new report.
