kjellander	d2b63cf131	Move webrtc/{tools => rtc_tools} ... Leaving compatibility script in webrtc/tools/compare_videos.py to avoid breaking our video quality tests in Chromium. Forwarding GN targets are left in webrtc/tools/BUILD.gn.
