This is mentioned in bug 10893 (comment 5).
clang 10.0.0 compiler triggered a warning pointing to the
changed lines. The issue there is the implicit conversion
that takes place in the comparison between 'result' and the max value,
which will result in a change of value for the cast operand.
This is expected, therefore explicitly cast the said constants
in order to make clear the intent and prevent such warnings from
popping up in the future.

`gn format` recently [1] changed its formatting behavior
for deps, source, and a few other elements when they
are assigned (with =) single-element lists to be consistent
with the formatting of updates (with +=) with single-element.
Now that we've rolled in a GN binary with the change,
reformat all files so that people don't get presubmit
warnings due to this.
CL generated with:

In system_wrappers, two build targets depended on the Chromium's
//third_party/webrtc_overides folder. While this was acceptable
before, now that the WebRTC component build is landed [1] it can
create a path where parts of WebRTC get statically linked in
Chromium. To avoid this, this CL removes them and fixes the
problem in //third_party/webrtc_overides.

Static libraries don't guarantee that an exported symbol gets linked
into a shared library (and in order to support Chromium's component
build mode, WebRTC needs to be linked as a shared library).
Source sets always pass all the object files to the linker.
On the flip side, source_sets link more object files in release builds
and to avoid this, this CL introduces a the GN template "rtc_library" that
expands to static_library during release builds and to source_set during
component builds.

This change adds the following helper functions to convert between "integer milliseconds"-style timestamps and durations, and "UQ32.32 and Q32.32"-style NTP timestamps and durations:
- Int64MsToQ32x32
- UInt64MsToUQ32x32
- Q32x32ToInt64Ms
- UQ32x32ToUInt64Ms
The Q-format NTP timestamps and durations are used by some RTP/RTCP packets.

It's easy to make small errors when building field trial strings, and
those errors can cause all sorts of weird problems. This CL checks if
the FT string has an odd number of delimiters, duplicate
names or any trailing chars.
If so we'll log a error message. On debug builds we'll also crash.

This CL adds error handling for sysconf, which can return -1 and
adds an RTC_CHECK_GT to ensure the value returned is always greater
than 0.
On top of that CpuInfo::DetectNumberOfCores is made thread safe because
the static local variable is initialized with the right values istead
of 0.

There remains plenty of indirect dependencies on the types declared in
common_types.h, but the fewer direct dependencies should make it
easier to find the proper place for each type.

Currently, tests that verify metrics use a combination of
metrics::NumSamples and metrics::NumEvents to assert which samples
were recorded and how many times they were recorded. This means
that a comprehensive tests has n + 1 assertions for n distinct
samples.
The new metrics::Samples function returns a map of sample --> num
events which can be asserted against using gmock matchers,
achieving better coverage and better test failure messages in just
one line.

RTC_HISTOGRAM_COMMON_BLOCK_SLOW.
The macro RTC_HISTOGRAM_COMMON_BLOCK uses a static variable for caching,
which causes its usage to behave unlike that of a regular method,
introducing subtble bugs. For example, if this macro is used inside a
member function to log an instance-dependent metric, all instances of
the same class will share the same cached histogram handle and thus
incorrect reports. Before we move away from these macro-based
implementation for metrics, we should avoid using the non-slow macro
unless the caching in logging metrics become performance-critical.

Without the added preprocessor check, iOS device will be using the desktop logic to determine the number of thread. This put iPhone 8 and iPhone X to use 3 threads and all other iPhones after iPhone 5 to use a single thread.
This CL added a preprocessor for WEBRTC_IOS to have it own thread number calculation logic. In which, the maximum number of thread is fetched from a field_trial and capped by the number of CPU available on the device.

This CL consistently use:
* relative paths for WebRTC dependent targets (test_support)
* absolute paths for shared dependent targets (abseil)
This is a necessary (but insufficient) step to build WebRTC tests
from Chromium tree (rtc_include_tests=true), since test/ doesn't
sit anymore in the top level directory.
We also make sure that target declarations and uses are
consistent in regard to build_with_chromium flag.
