This header was not tracked by a GN target and in the discussion on
https://bugs.chromium.org/p/webrtc/issues/detail?id=7617 we decided
to also move it under webrtc/base.
I checked in chromium code search and it seems safe to move it
without creating a stub header in webrtc/system_wrappers.

Breaks Chromium because in Chromium we import WebRTC with rtc_include_tests=false (https://bugs.chromium.org/p/chromium/issues/detail?id=713179#c6).

It's not possible to enable it for the rtc_base_approved
target but since a larger refactoring is ongoing for webrtc/base
this CL doesn't attempt to fix that.
Changes made:
* Move webrtc/system_wrappers/include/stringize_macros.h into
webrtc/base:rtc_base_approved_unittests (and corresponding
unit test to rtc_base_approved_unittests).
* Move md5digest.* from rtc_base_approved to rtc_base_test_utils target.
* Move webrtc/system_wrappers/include/stringize_macros.h (+test) into
webrtc/base.
* Remove unused use include of webrtc/base/fileutils.h in
webrtc/base/pathutils.cc

The improvement is mainly to extrapolate missing samples so that when querying the output, it assumes the input to continue even if no actual new samples are added.
The new implementation does not rely on base/exp_filter any longer. This is because it would be a bit cumbersome. base/exp_filter does pre-extrapolate, i.e., it assumes the all missing samples since the last sample equals the new sample.

The Bazel build format doesn't support having separate
lists of compilation flags for C and C++; it just has a single
copts list for cc_library:
https://bazel.build/versions/master/docs/be/c-cpp.html#cc_binary.copts
This makes it hard to convert our GN targets to Bazel when there are
compiler warnings that aren't supported for C (like -Woverloaded-virtual
being added in bugs.webrtc.org/6653).
The solution for this is to move all .c files to their own targets
and remove C++-only compiler flags during conversion.
New targets:
//webrtc/common_audio:common_audio_c
//webrtc/common_audio:common_audio_neon_c
//webrtc/modules/audio_coding:g711_c
//webrtc/modules/audio_coding:g722_c
//webrtc/modules/audio_coding:ilbc_c
//webrtc/modules/audio_coding:isac_c
//webrtc/modules/audio_coding:isac_fix_c
//webrtc/modules/audio_coding:isac_test_util
//webrtc/modules/audio_coding:pcm16b_c
//webrtc/modules/audio_coding:webrtc_opusj_c
//webrtc/modules/audio_device:mac_portaudio
//webrtc/modules/audio_procssing:audio_processing_c
//webrtc/modules/audio_procssing:audio_processing_neon_c
This CL also adds a PRESUBMIT.py check that will throw an error
if targets are mixing .c and .cc files, to preven this from regressing.

This changes most non-test related rtc_source_set targets to be
rtc_static_library instead. Targets without any .cc files are excluded.
This should bring back the build behavior we used to have with GYP
(i.e. same symbols exported in the libjingle_peerconnection.a file, which
are used by some downstream projects).
After doing an Android build with these changes:
$ nm --defined-only -g -C out/Release/lib.unstripped/libjingle_peerconnection_so.so | grep -i createpeerconnectionf
00077c51 T Java_org_webrtc_PeerConnectionFactory_nativeCreatePeerConnectionFactory
$ nm --defined-only -g -C out/Release/obj/webrtc/api/libjingle_peerconnection.a | grep -i createpeerconnectionf
00000001 T webrtc::CreatePeerConnectionFactory(rtc::Thread*, rtc::Thread*, rtc::Thread*, webrtc::AudioDeviceModule*, cricket::WebRtcVideoEncoderFactory*, cricket::WebRtcVideoDecoderFactory*)
00000001 T webrtc::CreatePeerConnectionFactory()
See https://chromium.googlesource.com/chromium/src/+/master/tools/gn/docs/cookbook.md#Note-on-static-libraries
for more details on this.
NOTICE: This should be further cleaned up in the future, to reduce
binary bloat and unnecessary linking time. Right now it's more
important to restore the desired build output though.

A left shift by 10 was assumed to never overflow, since "[s]imulation
of the 25 files shows that maximum value in the vector gain_lo_hiQ17[]
is 441344, which means that it is log2((2^31)/441344) = 12.2 shifting
bits from saturation." However, a fuzzer test succeeded in provoking
an overflow, which we ignore in this CL on the theory that only
"abnormal" inputs cause overflow.
Also had to replace a "foo << 1" with "foo * (1 << 1)" in
WEBRTC_SPL_MUL_16_32_RSFT15 because foo could be negative; this
problem showed up as soon as I'd asked UBSan to ignore the overflow
discussed above.

The right thing to do would be to ensure that the multiplication can't
overflow, but that'd be a major change bordering on a rewrite, and
would take too much time. So instead, we just instruct UBSan to look
