Patchset 1 contains the old cl (plus a merge conflict fix).
Later patchets are bufixes: A PeerConnection can be created without a
Call instance (in the case of DataChannel only), so we can't always
use that to fetch the current trials.

This replaces field_trial:: -based functions from system_wrappers.
Field trials are still used as fallback, but injectable trials are now
possible.

This makes the WebRTC-KeepAbsSendTimeExtension field trial
always enabled. This means that we no longer avoid sending the
abs-send-time extension if we have negotiated sending of transport
wide sequence numbers.
The field trial WebRTC-FilterAbsSendTimeExtension is introduced to allow
reverting to the previous behavior.

This patch makes VideoBitrateAllocatorFactory injectable
by adding to PeerConnectionDependencies instead of allowing it to be
overridden using MediaEngine (on PeerConnectionFactory).
With this patch VideoBitrateAllocatorFactory is owned
by the PeerConnection.

Previously, when abs-send-time was negotiated, it was not sent if TWCC
was enabled. With this FieldTrial, abs-send-time header extension is
sent even if TWCC was negotiated in addition to abs-send-time.
