This means all channels within the same group will share the same pacing queue and scheduler. It also means padding will be computed and sent by a single pacer. To accomplish this I also introduce a PacketRouter which finds the RTP module which owns the packet to be paced out.

Removes ThreadPosix::InitParams and a corresponding wait for an event.
This unblocks ThreadPosix::Start which had to wait for thread scheduling
for an event to trigger on the spawned thread, giving faster Start()
calls.

This CL adds support for unittests of the AudioDeviceModule on Android using both Java and C++. The new framework uses ::testing::TesWithParam to support both Java-based audio and OpenSL ES based audio. However, given existing issues in our OpenSL ES implementation, the list of test parameters only contains Java in this first version. Open SL ES will be enabled as soon as the backend has been refactored.
It also:
- Removes the redundant JNIEnv* argument in webrtc::VoiceEngine::SetAndroidObjects().
- Modifies usage of enable_android_opensl and the WEBRTC_ANDROID_OPENSLES define.
- Adds kAndroidJavaAudio and kAndroidOpenSLESAudio to AudioLayer enumerator.
- Fixes some bugs which were discovered when running the tests.

Clang version changed 223108:230914
Details: e144d30..6fdb142/tools/clang/scripts/update.sh
Removes the OVERRIDE macro defined in:
* webrtc/base/common.h
* webrtc/typedefs.h
The majority of the source changes were done by running this in src/:
perl -0pi -e "s/virtual\s([^({;]*(\([^({;]*\)[^({;]*))(OVERRIDE|override)/\1override/sg" `find {talk,webrtc} -name "*.h" -o -name "*.cc*" -o -name "*.mm*"`
which converted all:
virtual Foo() OVERRIDE
functions to:
Foo() override
Then I manually edited:
* talk/media/webrtc/fakewebrtccommon.h
* webrtc/test/fake_common.h
Remaining uses of OVERRIDE was fixed by search+replace.
Manual edits were done to fix virtual destructors that were
overriding inherited ones.
Finally a build error related to the pure virtual definitions of
Read, Write and Rewind in common_types.h required a bit of
refactoring in:
* webrtc/common_types.cc
* webrtc/common_types.h
* webrtc/system_wrappers/interface/file_wrapper.h
* webrtc/system_wrappers/source/file_impl.cc
This roll should make it possible for us to finally re-enable deadlock
detection for TSan on the buildbots.

After looking at how this class is used I discovered that the threading model isn't completely crazy and that we can remove a lock from a method that's causing the most contention in getStats right now (and probably many other places). IsFrameCallbackRegistered() looks innocent enough, but it contented with the frame encoder, which can make it wait for tens of milliseconds, unnecessarily.
In addition to removing the lock, I:
* Documented the threading model
* Added checks to guard against regressions
* Reduced lock scope in the Deregister function (not calling out to the notification while holding the lock).
* made virtual functions non-virtual (since they're not really being overriden) and removed unnecessary method that, if called by other threads than the ctor thread, returned a value that wasn't necessarily correct.

* Move constants into the files/functions that use them
* Declare variables in the narrowest scope possible
* Use correct (expected, actual) order for gtest macros
* Remove unused functions
* Untabify
* 80-column limit
* Avoid C-style casts
* Prefer true typed constants to "enum hack" constants
* Print size_t using the right format macro
* Shorten and simplify code
* Other random cleanup bits and style fixes

Reasons for revert:
1. glaznev discovered potentially related problems using the Android AppRTCDemo.
2. We're trying to do an M41 webrtc roll in Chromium, and this CL is risky.
> Support associated payload type when registering Rtx payload type.
>
> Major changes include,
> - Add associated payload type for SetRtxSendPayloadType & SetRtxReceivePayloadType.
> - Receiver: Restore RTP packets by the new RTX-APT map.
> - Sender: Send RTP packets by checking RTX-APT map.
> - Add RTX payload type for RED in the default codec list.

Clang is not updated in this roll.
Made the change getchar() --> getc(stdin) as seems like getchar() isn't supported on android anymore.
(getchar() was causing the error: undefined reference to '__srget')
Update rate control parameter in vp9 test.
