This CL makes a number of intervowen changes:
* Add BitrateAllocation struct, that contains a codec independent view
of how the target bitrate is distributed over spatial and temporal
layers.
* Adds the BitrateAllocator interface, which takes a bitrate and frame
rate and produces a BitrateAllocation.
* A default (non layered) implementation is added, and
SimulcastRateAllocator is extended to fully handle VP8 allocation.
This includes capturing TemporalLayer instances created by the
encoder.
* ViEEncoder now owns both the bitrate allocator and the temporal layer
factories for VP8. This allows allocation to happen fully outside of
the encoder implementation.
This refactoring will make it possible for ViEEncoder to signal the
full picture of target bitrates to the RTCP module.

This cl split the class MediaOptimization into two parts. One that deals with frame dropping and stats and one new class called ProtectionBitrateCalculator that deals with calculating the needed FEC parameters and how much of the estimated network bitrate that can be used by an encoder
Note that the logic of how FEC and the needed bitrates is not changed.

SSRC knowledge is contained withing VideoSendStream. That also means that debug recording is moved to VideoSendStream.
I think that make sence since that allows debug recording with external encoder implementations one day.

Extracts shared members outside the two objects, removing PayloadRouter
from receivers and the VCM for ViEChannel from senders.

The purpose is so that a decoder (Android) that only have a limited number of output buffers can make sure that decoding is done just before the frame is needed.
Removed unused iSupportsRenderTiming and the settings structs since it was not used.
Added VCMReceiver::FrameForDecoding unit test for the case when PreferDecodeLate is set.
Note that this does not change the current behaviour. We actually currently always decode frames late. This cl is to make sure the behaviour is kept for Android, if the default behaviour is changed.

Also adds a RTC_CHECK in VideoReceiveStream that verifies that decoders
aren't null, since this will attempt to deregister a codec which would
previously fail with an obscure stack trace not indicating what actually
was wrong.

The main purpose was the interface-> include rename, but other files
were also moved, eliminating the "main" dir.
To avoid breaking downstream, the "interface" directories were copied
into a new "video_coding/include" dir. The old headers got pragma
warnings added about deprecation (a very short deprecation since I plan
to remove them as soon downstream is updated).
Other files also moved:
video_coding/main/source -> video_coding
video_coding/main/test -> video_coding/test
