8f01c4e1b6 Define FecControllerOverride and plumb it down to VideoEncoder
The purpose of this interface is to allow VideoEncoder to override
the bandwidth allocation set by FecController in RtpVideoSender.

This CL defines the interface and sends it down to VideoSender.
Two upcoming CLs will:
1. Make LibvpxVp8Encoder pass it on to the (injectable)
   FrameBufferController, where it might be put to good use.
2. Modify RtpVideoSender to respond to the message sent to it
   via this API.

Reland with fixes.

Currently some video frames metadata like rotation or ntp timestamps are
copied in every encoder and decoder separately. This CL makes copying to
happen at a single place for send or receive side. This will make it
easier to add new metadata in the future.

Also, added some missing tests.

da5aa4ddf5 Use CodecBufferUsage to determine dependencies.
In this CL:
 - Assign frame IDs so that simulcast streams share one frame ID space.
 - Added a CodecBufferUsage class that represent how a particular buffer
   was used (updated, referenced or both).
 - Calculate frame dependencies based on the CodecBufferUsage information.

4c6ca30019 Update VideoStreamEncoder to use new VideoEncoder::SetRates() method.
This CL wires up the new SetRates() method of the video encoders, and
refactors a few things in the process:

Most notably, the VideoStreamEncoderInterface is update so that the
|target_headroom| parameter is replaced with |link_allocation|, meaning
that instead of indicating bitrate capacity in excess of the target
bitrate, it indicates to total network capacity allocated for the
stream including the target bitrate. This matches the VideoEncoder API.

The VideoEncoder::RateControlParameters struct gets a few new helper
methods.

In VideoStreamEncoder, instead of adding more fields to the
|last_observed_bitrate*| family, uses an optional struct that
inherits from VideoEncoder::RateControlParameters.

87e2d785a0 Prepare for splitting FrameType into AudioFrameType and VideoFrameType
This cl deprecates the FrameType enum, and adds aliases AudioFrameType
and VideoFrameType.

After downstream usage is updated, the enums will be separated
and be moved out of common_types.h.

610c76323e Add target bitrate headroom signal to VideoStreamEncoder.
This CL plumbs an additional signal from VideoSendStream down to
VideoStreamEncoder, namely the amount of headroom that's left between
the encoder max bitrate and the current bitrate allocation for the
media track.

This will be used in follow-up CLs to tune encoder rate adjustment
and some codec specific paramaters a bit differently, based on the
knowledge if we are network constrained or not.

6a7baa7d0f Remove VCMEncodedFrameCallback and VCMGenericEncoder
This CL takes a few parts of VCMEncodedFrameCallback and
VCMGenericEncoder and folds some aspect directly into
VideoStreamEncoder. Parts related to timing frames are extracted
into a new class FrameEncodeTimer that explicitly handles that.

d7329ca570 Remove VideoSender and fold code into VideoStreamEncoder
This CL moves the functionality in VideoSender into VideoStreamEncoder
and simplifies the code where possible, given what we know of the
encoder state and that we now run on the encoder queue.

The intent here is to make it easier to remove the next parts, the
encoder database and generic encoder wrapper.

71aee3a116 Reland "Propagate VideoFrame::UpdateRect to encoder"
Reland with fixes for failing chromium tests.

Propagate VideoFrame::UpdateRect to encoder

Accumulate it in all places where frames can be dropped before they reach the encoder.

Reset UpdateRect in VideoBroadcaster if frame the previous frame is dropped.
No accumulation is done here since it's supposed to be a brief occasion then configuration have changed.

7ca375c8ca Implement encoder overshoot detector and rate adjuster.
The overshoot detector uses a simple pacer model to determine an
estimate of how much the encoder is overusing the target bitrate.
This utilization factor can then be adjuster for when configuring the
actual target bitrate.

Spatial layers (simulcast streams) are adjusted separately.
Temporal layers are measured separately, but are combined into a single
utilization factor per spatial layer.

e2fd86a79c Move encoder metadata into EncoderInfo struct.
This deprecates the following methods in VideoEncoder:
  virtual ScalingSettings GetScalingSettings() const;
  virtual bool SupportsNativeHandle() const;
  virtual const char* ImplementationName() const;

Though they are not marked RTC_DEPRECATED since we still want to call
them from within the default GetEncoderInfo() until downstream
projects have been updated.

Furthmore, implementation name is changed from const char* to
std:string, which prevents some lifetime issues with dynamic encoder
names, and CodecSpecificInfo.codec_name is removed in favor of getting
the implementation name via GetEncoderInfo().

This CL removes calls to these deprecated methods, follow-ups will also
remove implementations of the methods and replace them with new
GetEncoderInfo() substitutions.

dbdb3a0079 Refactoring PayloadRouter.
- Move PayloadRouter to RtpTransportControllerInterface.
- Move RetransmissionLimiter inside RtpTransportControllerSend from
  VideoSendStreamImpl.
- Move video RTP specifics into PayloadRouter, in particular ownership
  of the RTP modules.
- PayloadRouter now contains all video specific RTP code, and will be
  renamed in a follow-up to VideoRtpSender.
- Introduce VideoRtpSenderInterface.

c6ce9c5938 New file api/video/BUILD.gn
Build targets involving files under api/video/ are moved into this
file, from api/BUILD.gn. In addition, drop "_api" part of target
names, and move the header file api/videosinkinterface.h to
api/video/video_sink_interface.h.

f133856dfa Delete nack_enabled flag in encoder configuration.
This is a followup to cl https://webrtc-review.googlesource.com/71380,
which reworked the way encoder resilience is done, and made the
nack_enabled flag unused.

a945aee72e Make quality scaler downscale faster.
Include dropped frames by the encoder in the frame drop percentage.

To react faster at low framerates:
- Use ExpFilter instead of MovingAverage to filter QP values.
- Reduce sampling interval while waiting for minimum number of needed frames (when not in fast rampup mode).

A separate slower ExpFilter is used for upscaling.
