6776518bea Move webrtc/{base => rtc_base}
This refactoring takes a careful approach to avoid rushing the change:
* stub headers are left in all the old locations of webrtc/base
* existing GN targets are kept and now just forward to the moved ones
  using public_deps.
The only exception to the above is the base_java target and its .java files,
which were moved to webrtc/rtc_base right away since it's not possible
to use public_deps for android_library.
To avoid breaking builds, a temporary Dummy.java file was added to
the new intermediate target in webrtc/rtc_base:base_java as well to avoid
hitting a GN assert in the android_library template.

The above approach should make the transition smooth without breaking
downstream.

A helper script was created (https://codereview.webrtc.org/2879203002/)
and was run like this:
stub-headers.py -s webrtc/base -d webrtc/rtc_base -i 7634
stub-headers.py -s webrtc/base/numerics -d webrtc/rtc_base/numerics -i 7634

a6f495c7c2 Simplifying audio network adaptor by moving receiver frame length range to ctor.
It turns out that that audio network adaptor can always be created with knowledge of receiver frame length range. There is no need to keep some infrastructure that is used for runtime setting of receiver frame length ranges.

d313403564 rtc::Buffer: Let SetData and AppendData accept anything with .data() and .size()
In addition to setting or appending from another Buffer, which was
already possible, this allows for e.g. std::vector and rtc::ArrayView
arguments.

bd4317263a Restrict the 1-argument ArrayView constructor to types with .size() and .data()
Before this change, the argument still needed those methods, but not
having them resulted in a compilation error. Now, it results in this
constructor being removed from the overload set.

This currently makes no difference, but I'm about to publish a CL that
breaks without this.

ac554eebb9 Add functions to interact with ASan and MSan, and some sample uses
The sample uses are from when I debugged bug 617124. The change in neteq_network_stats_unittest.cc is a fix for a minor unrelated bug found by the try bots when I tried to land this CL (a test was passing uninitialized packet data to NetEq).

3f81fcd2e8 Don't recreate the speech encoder if we don't have to
If the specification for the speech encoder hasn't changed, we should
reuse it instead of recreating it. Otherwise, we lose its state. (This
problem was originally discovered because AudioEncoderOpus instances
would forget that they were supposed to be using DTX.)

e2a83eee73 Introduce rtc::ArrayView<T>, which keeps track of an array that it doesn't own
The main intended use case is as a function argument, replacing the
harder-to-read and harder-to-use separate pointer and size arguments.
It's easier to read because it's just one argument instead of two, and
with clearly defined semantics; it's easier to use because it has
iterators, and will automatically figure out the size of arrays.
