1e157a9596 Remove more top-level const from parameters in function declarations 
This CL removes even more top-level const from parameters in function
declarations. This change is safe because top-level const in function
declarations (not function definitions) are ignored by the compiler
and so change is just a no-op cleanup.

317a1f09ed Use std::make_unique instead of absl::make_unique. 
WebRTC is now using C++14 so there is no need to use the Abseil version
of std::make_unique.

This CL has been created with the following steps:

bfd44e0837 Add JavaToNativeVideoCodecInfo to native API. 
This conversion function is useful for downstream native codecs
which want to take a VideoCodecInfo in the Java wrapper and use it
as a SdpVideoFormat in the C++ object.

Instead of going through our wrappers in ptr_util.h.

This CL was generated by the following script:
