When declaring a lambda with a value-capture default `[=, ...]`, the
this pointer is implicitly captured by value as well. This results
in potentially-unintuitive behavior and has been deprecated in C++20.
It produces a warning in newer versions of clang
(https://reviews.llvm.org/D142639).
Unfortunately, the preferred C++20 pattern `[=, this, ...]` is not compatible with previous C++ versions. To maintain compatibility with C++14, 17, and 20, this CL modifies all lambdas which capture `this` to explicitly capture all the necessary variables, with no capture-default.

Before this cl, ReadyToSend signaled false if sending a packet failed and transport->GetError() returns ECONN.
ECONN may be reported by the TCP connection (TcpConnection) if the remote closed the connection. TcpConnection will attempt to reconnect and should change the writable state if it fail.
Changing the state in the context of sending packets may cause recursive
calls and seems to cause problems with incorrect states.
It is simpler if RtpTransport::SendPacket ignore these failures and
upper layers treat these lost packets similar to if the packets had been
lost via UDP.
For safety, this change can be reverted by field trial WebRTC-SetReadyToSendFalseIfSendFail/Enabled/.

The DcSctpTransport will soon use field trials to conditionally enable
some options.
And overall, there is a migration project to start using the Environment
and this CL is in that direction, also setting the boundary; The dcSCTP
library should not depend on it. But the transport is allowed to.

Remove member variables that point to objects owned externally (in practice by SdpOfferAnswerHandler). The objects also live on the
signaling thread whereas JsepTransportController performs
operations on the network thread. Removing the raw pointers avoids
the risk of referencing the description objects after they've been
deleted or if the state is inconsistent across threads.

With this cl, packets that are discarded in RtpTransport now notifies Call, so that
they can be part of BWE even if they are dropped.
These packets have been recevied on the transport, and has bin decrypted
and parsed and thus can be accounted for.
The un demuxable packets are forwarded to Call similarly how RTCP packets are forwarded.

the foundation attribute is currently calculated as
CRC32(baseaddress, protocol, relayprotocol)
which is a way to satisfy the requirements from
https://www.rfc-editor.org/rfc/rfc5245#section-4.1.1.3
However, this leaks the base address which defeats the
MDNS obfuscation described in
https://datatracker.ietf.org/doc/draft-ietf-mmusic-mdns-ice-candidates/
since the CRC32 can be reversed using a table lookup as shown in
https://github.com/niespodd/webrtc-local-ip-leak/
To defeat that lookup, "seed" the CRC32 with the ICE tie-breaker which is a randomly picked unsigned 64 bit integer described in
https://www.rfc-editor.org/rfc/rfc5245#section-5.2
The tie-breaker is not known to Javascript and adding it scopes the foundation within the peer connection as described in section 4.1.1.3
To manually test (preferably with a DCHECK for IceTiebreaker() in ComputeFoundation)
- gather candidates twice on https://webrtc.github.io/samples/src/content/peerconnection/trickle-ice/ and observe that the foundations are not the same after this change
- create two RTCPeerConnections with {iceCandidatePoolSize: 1}, create a datachannel, call setLocalDescription, inspect the candidates and observe that the foundations are not the same after this change.
Unit test changes have been split into a separate CL for easier integration.

Add implementation of RTC_DCHECK_NOTREACHED equal to the RTC_NOTREACHED.
The new macros will replace the old one when old one's usage will be
removed. The idea of the renaming to provide a clear signal that this
is debug build only macros and will be stripped in the production build.
