Introduces a struct CreatePortArgs that is similar to the existing
CreateRelayPortArgs and contains parameters that will be passed from
the constructors of descendents of the Port class to the Port.
This struct makes it easier to add new arguments to the port
constructor without changing all inheriting classes.

Plan is to replace SignalReadPacket with this new method and have clients register as listeners.
rtc::ReceivedPacket is ammended with Descryption information so that receivers can know how to treat a received packet.

RegisterReceivedPacketCallback is used instead of
sigslot::SignalReadPacket. The callback use a new data class ReceivedPacket that combine meta
data and packet payload from a received packet.
This is the first step in an attempt to cleanup the data types used in
the packet receive pipeline.
Eventually, the ReceivedPacket class can contain more meta data such as
ECN information.

This patch adds a StunDictionary.
The dictionary has a reader and a writer.
A writer can update a reader by creating a delta.
The delta is applied by the reader, and the ack is applied by the
writer.
Using this mechanism, two ice agents can (in the future) communicate
properties w/o manually needing to add new code.
The delta and delta-ack attributes has been allocated at IANA.

This converts all P2PTransportChannel unit tests to parameterized tests, with a string parameter for the field_trials which is used to enable the refactor. This adds a variation of each existing test using the refactored code path.
Tests are initialized twice, once for legacy and refactored path each, to strike a balance between file name length and descriptiveness.
