The parse error testcase creates a random byte string
and tries to parse it as a delta attribute expecting it to fail.
Ubsan detected that there was "unsafe" static_cast<>, where
a value from network is static_casted:ed into a enum.
That enum was then *checked* for validity, so I think it was
same before aswell.
This fix changes to do the check/convering as one step.

This restricts the interface such that only a single onclose handler
can be set and that only one OnClose() notification will be fired.
That behavior is the same as how the previous sigslot was being
used, but the difference is that, in addition to removing sigslot,
this pattern is now more explicitly checked in the design.

Two new socket options are introduced OPT_SEND_ECN used for setting ECN bits. OPT_RECV_ECN used for reading the ECN bits.
If ECN bits are set on received IP packets, ECT(1) and CE is propagated via rtc::ReceivedPacket.

Plan is to replace SignalReadPacket with this new method and have clients register as listeners.
rtc::ReceivedPacket is ammended with Descryption information so that receivers can know how to treat a received packet.

Switch to type_name() for things like logging since `type()` will
change to returning an enumeration value.
The functional change that this has is that log statements and
Connection::ToString() (used for logging) will contain "host"
instead of "local" and "srflx" instead of "stun".

Subsequently also tighten IceCandidateType error checking.
The Candidate type in `cricket` should be using something similar
(currently using a string for the type), so I'm making sure that
types that we have already, align with where we'd like to be overall.
Possibly we can move IceCandidateType to where Candidate is defined.

This works for TURN TCP candidates but not for UDP which turned out to be a timing issue as the server_address' hostname got cleared by DNS resolution.

This is a replacement for `connections()`, which is const-qualified but
returns a `rtc::ArrayView<const cricket::Connection*>`. Unfortunately,
this is a view of mutable pointers to `const cricket::Connection`
objects: this means that the pointers in `IceControllerInterface`'s
backing store can be reassigned.
Returning `rtc::ArrayView<const cricket::Connection* const>` is more
consistent with how a view returned from a const-qualified method should
behave. Unfortunately, there are downstream overrides of this method, so
instead of just fixing this outright, add a new method with the correct
return type. Once downstream is updated, the old method can then be
removed.
