This requires making CallConfig move-only so it can hold a unique_ptr to
the factory, but as discussed with Danil, that seems fine.

In preparation for experimentally supporting different types of
metronomes and metronome use cases we'd like to rename for clarity.
This is the first step, which introduces the new name and prefers it if
it is set, but keeps the old name for backwards compat reasons.
Once Chromium has migrated to the new name, we can delete the old name.

BurstyPacer is currently controlled via field trials. In order for
Chrome to be able to have burst without relying on a field trial, this
parameter is added.
When all burst experiments have concluded we may be able to have a
hardcoded constant instead, but for now the parameter is added to
RTCConfiguration.

The Chromium implementation unfortunately has a rare deadlock.
Rather than patching that up, we're changing the metronome
implementation to be able to use a single-threaded environment
instead.
The metronome functionality is disabled in VideoReceiveStream2
construction inside call.cc.
The new design does not have listener registration or
deresigstration and instead accepts and invokes callbacks, on
the same sequence that requested the callback. This allows
the clients to use features such as WeakPtrFactories or
ScopedThreadSafety for cancellation.
The CL will be followed up with cleanup CLs that removes
registration APIs once downstream consumers have adapted.

This cl/ adds the feature actually injecting a FieldTrialsView into
PeerConnectionFactory, or into a PeerConnection or both.
The field trials used for a PeerConnection is those specified in
PeerConnectionDependencies. Otherwise will those from
PeerConnectionFactoryDependencies be used (and until we're finished with
this conversion, the global string fallback is used as last resort).
Note that it is currently not possible to create 2 FieldTrials
objects concurrently...due to global string,
so this cl/ is mostly (but entirely) for show, i.e one _can_
realistically inject them into a PeerConnectionFactory.

This way we can have custom implementation of RtpTransportControllerSendInterface and pass it properly to Call.
Call relies on RtpTransportControllerSendInterface already so this is natural way to customize RTP related classes.
If there is custom factory present in dependencies it will be used, otherwise default factory will be used.
Intention behind this change is to have ability to have custom QoS with custom parameters.

Found some downstream code that relies on
NetworkMonitorFactory::SetFactory, so I'm adding those methods back
temporarily. BasicNetworkManager will fall back to the static factory
if the one passed into PeerConnectionFactory is null.

Reason for revert: Breaks downstream build which is still using
SetFactory/ReleaseFactory. Probably will need to update this in lockstep.

Injecting both a custom NetEqFactory and an AudioDecoderFactory is not
supported, in that case the AudioDecoderFactory should be wrapped inside
the NetEqFactory.

And move related files into api/transport/ and api/transport/media/.
The moved files are unchanged, except that
congestion_control_interface.h and datagram_transport_interface.h
no longer include media_transport_interface.h, instead, they forward
declare the few MediaTransport* types they reference.
