The only caveat is that a name attribute for the `@Parameters`
annotation is required, as otherwise the test infrastructure
doesn’t find test results.

Just like the C++ API, add a method in Java VideoFrame.Buffer that
describes the underlying implementation.
Use this method to properly select AndroidVideoBuffer
or AndroidVideoI420Buffer in Java -> C++ Video Frame Conversion.
Also, add a test case for WrappedNativeI420Buffer
in VideoFrameBufferTest for consistency.

Limited range seems to be more used than full range and many Android
components already use limited range. This includes FileVideoCapturer,
VideoFileRenderer and HW codecs.

There is no need to hold on to the render thread after the OES texture
buffer has been created. toI420() is handled by the thread in the
SurfaceTextureHelper.

This CL adds tests that are primarily targeting
VideoFrame.Buffer.toI420() and cropAndScale(), but includes the whole
chain for YuvConverter, GlRectDrawer, and VideoFrameDrawer.
It also includes a couple of fixes to bugs that were exposed by the new
tests.
