This change adds the following helper functions to convert between "integer milliseconds"-style timestamps and durations, and "UQ32.32 and Q32.32"-style NTP timestamps and durations:
- Int64MsToQ32x32
- UInt64MsToUQ32x32
- Q32x32ToInt64Ms
- UQ32x32ToUInt64Ms
The Q-format NTP timestamps and durations are used by some RTP/RTCP packets.

It's easy to make small errors when building field trial strings, and
those errors can cause all sorts of weird problems. This CL checks if
the FT string has an odd number of delimiters, duplicate
names or any trailing chars.
If so we'll log a error message. On debug builds we'll also crash.

Currently, tests that verify metrics use a combination of
metrics::NumSamples and metrics::NumEvents to assert which samples
were recorded and how many times they were recorded. This means
that a comprehensive tests has n + 1 assertions for n distinct
samples.
The new metrics::Samples function returns a map of sample --> num
events which can be asserted against using gmock matchers,
achieving better coverage and better test failure messages in just
one line.

RTC_HISTOGRAM_COMMON_BLOCK_SLOW.
The macro RTC_HISTOGRAM_COMMON_BLOCK uses a static variable for caching,
which causes its usage to behave unlike that of a regular method,
introducing subtble bugs. For example, if this macro is used inside a
member function to log an instance-dependent metric, all instances of
the same class will share the same cached histogram handle and thus
incorrect reports. Before we move away from these macro-based
implementation for metrics, we should avoid using the non-slow macro
unless the caching in logging metrics become performance-critical.

This CL removes some deprecated build targets (and their headers)
from system_wrappers:
- field_trial_api
- field_trial_default

It also refreshes all the dependencies on field_trial.h and metrics.h.
A nice side effect is that it is finally possible to remove 'nogncheck'
from the following files (when it was used with field_trial_default
and metrics_default):

A stub of sparse histogram factory getter is added so that Chromium can
provide an implementation using base::SparseHistogram for the metrics
macro RTC_HISTOGRAM_ENUMERATION_SPARSE. The default implementation in
WebRTC reuses the non-sparse version.

One reason for the circular deps is that common_types.h is a
historical dumping ground for various structs and defines that
are believed to be generally useful. I tried moving things out
that did not appear to be used downstream (StreamCounters,
RtpCounters etc) and moved the things that seemed used
(RtpHeader + supporting structs) to a new file api/rtp_headers.h.
This makes their place in the api more clear while moving out
the things that don't belong in the API in the first place.
I had to extract out typedefs.h from webrtc_common to resolve
another circular dependency. I believe checks includes typedefs,
but common depends on checks.

In preparation for a new remote clock estimation:
RtpToNtpEstimator will now store unwrapped rtp timestamps in
|measurements| and |calculated| flag is out of |Parameters| struct.
Additional missing |Reset| method added to MovingMedianFilter and
PercentileFilter

Specifically, this CL was generated by the following shell commands:

git cl format --full
Followed by a revert of the changes to asm_defines.h since that file
is assembly and not C++, and a manual edit to clock.cc to add some
blank lines in the #include list to prevent `git cl format` from
sorting <MMSystem.h> before "rtc_base/win32.h".
I needed to do this because otherwise `git cl format` introduces a lot
of unrelated formatting changes in other CLs that move these files
(since `git cl format` will try to re-format all lines of a moved
file).

The method prototype is being changed to returning a const char*,
we don't rely on it in webrtc and the point of the DCHECK that
previously referenced it, was to avoid usage of std::string for
histogram names.

Chromoting is planning to bump up the iOS deployment target to 10.0
before but is blocked by WebRTC because it uses deprecated OSAtomic*
APIs.
This CL replaces the platform specific Atomic32 implementation and uses
C++11's std::atomic instead.
