The proper closing procedure is:
1. Alice resets outgoing stream.
2. Bob receives incoming stream reset, resets his outgoing stream.
3. Alice receives incoming stream reset; channel closed!
4. Bob receives acknowledgement of reset; channel closed!

However, up until now we've been sending both an incoming and outgoing reset
from the side initiating the closing procedure, and doing nothing on the remote
side.
This means that if you call "Close" and the remote endpoint is using an old
version of WebRTC, the channel's state will be stuck at "closing" since the
remote endpoint won't send a reset. Which is already what happens when Firefox
is talking to Chrome.
This CL also fixes an issue where the DataChannel's state prematurely went to
"closed" before the closing procedure was complete. Which could result in a
new DataChannel attempting to re-use the ID and failing.

Experiment flag added to PeerConnectionInterface::RtcConfiguration and
propagated down to VideoStreamEncoder.
Artificial Sdp parameter is added to the sdp format if the flag is set.
Additionally, sdp format is propagated in vp8 simulcast adapters.

This is a kitchen-sink header, some pieces should be moved to

We have a number of RtpParameters that aren't implemented. If a client
is setting these values it creates unexpected results when the value
doesn't do anything for them. This change incorporates returning the
correct error if the parameter is unimplemented.
It also changes the scale_resolution_down_by and scale_framerate_down_by
RtpEncodingParameters to rtc::Optionals because they aren't implemented.
This change is part of the effort to ship get/setParameters in Chrome.

- Remove referencing control from encoder wrapper. Use fixed temporal
prediction structure.
- Remove flexible mode from encoder wrapper. It only worked with
referencing control which this CL removes.
- Remove external framerate/bitrate controller. Keep codec's internal
frame dropping enabled at screen sharing.
- Use GetSvcConfig() to configure layering.

webrtc::DegradationPreference, and adds "DISABLED".

This unconditionally limits usage of VP9 SVC inter-layer prediction to
frames of key picture.
Ideally we would like to let an application to configure SVC options.
But currently there is no API for this.

The previous effort of building WebRTC without SW codecs stopped when
libjingle_peerconnection was possible to build. In order to make the
group("default") target build, this basically updates a bunch of
tests to explicitly depend on the built-in software video codecs.

Previously, constructing a PeerConnection or WebRtcVideoEngine with
fake encoder/decoder factories would result in the real, built-in factories
also being used. In https://webrtc-review.googlesource.com/c/src/+/71162, this
changed, so to temporarily allow tests to continue working exactly the same as
before, the fake factories started encapsulating the real factories. This CL
removes that behavior and updates the tests accordingly.

A bug surfaced when setting a low max bitrate with
30kbps hard-coded min bitrate value then a DCHECK was hit in the
VideoCodecInitializer, expecting the max bitrate to be higher than the
min bitrate. This change allows the application to set a max bitrate
below 30kbps, and adjusts the min bitrate to the value set for the
max bitrate.

The audio processing code is using parts of the iSAC codec to do voice
activity detection (VAD), but it's undesirable for it to pull in the
entire iSAC codec as a dependency. So this CL factors out the parts of
iSAC that's needed for VAD to a separate build target.

The %f -> %g changes are there to make the SimpleStringBuilder behave like stringstream/cout and friends. With %f it prints e.g. 2.2 as 2.200000. This change also makes it use scientific notation for numbers > 1000000, like the other streams.

This deletes the resilienceOn flag in VideoCodecVP8 and VideoCodecVP9.
Instead, the implementations of VP8 and VP9 set resilience mode
internally, based on the configuration of temporal and spatial layers.
The nack_enabled argument to VideoCodecInitializer::SetupCodec becomes
unused with this cl. In a followup, it will be deleted, together with
the corresponding argument to VideoStreamEncoder methods.
An applications which really wants to configure resilience differently
can do that by injecting an EncoderFactory with encoders behaving
as desired.
