These payload types aren't directly connected to any payload type, and
the payload type still has to be negotiated externally. As such these
constants are just a source of confusion.

This includes changes like:
* Attempt to break lines at better positions
* Use "override" in more places, don't use "virtual" with it
* Use {} where the body is more than one line
* Make declaration and definition arg names match
* Eliminate unused code
* EXPECT_EQ(expected, actual) (but use (actual, expected) for e.g. _GT)
* Correct #include order
* Use anonymous namespaces in preference to "static" for file-scoping
* Eliminate unnecessary casts
* Update reference code in comments of ARM assembly sources to match actual current C code
* Fix indenting to be more style-guide compliant
* Use arraysize() in more places
* Use bool instead of int for "boolean" values (0/1)
* Shorten and simplify code
* Spaces around operators
* 80 column limit
* Use const more consistently
* Space goes after '*' in type name, not before
* Remove unnecessary return values
* Use "(var == const)", not "(const == var)"
* Spelling
* Prefer true, typed constants to "enum hack" constants
* Avoid "virtual" on non-overridden functions
* ASSERT(x == y) -> ASSERT_EQ(y, x)

Removes a lot of code that prevents refactoring VideoCodingModule. Tests
covering the module should be TEST_Fs, and this looks like like fairly
unused code in general.
Adds a 'rtp_player' binary which performs a small subset.

Removes ThreadPosix::InitParams and a corresponding wait for an event.
This unblocks ThreadPosix::Start which had to wait for thread scheduling
for an event to trigger on the spawned thread, giving faster Start()
calls.

Clang version changed 223108:230914
Details: e144d30..6fdb142/tools/clang/scripts/update.sh
Removes the OVERRIDE macro defined in:
* webrtc/base/common.h
* webrtc/typedefs.h
The majority of the source changes were done by running this in src/:
perl -0pi -e "s/virtual\s([^({;]*(\([^({;]*\)[^({;]*))(OVERRIDE|override)/\1override/sg" `find {talk,webrtc} -name "*.h" -o -name "*.cc*" -o -name "*.mm*"`
which converted all:
virtual Foo() OVERRIDE
functions to:
Foo() override
Then I manually edited:
* talk/media/webrtc/fakewebrtccommon.h
* webrtc/test/fake_common.h
Remaining uses of OVERRIDE was fixed by search+replace.
Manual edits were done to fix virtual destructors that were
overriding inherited ones.
Finally a build error related to the pure virtual definitions of
Read, Write and Rewind in common_types.h required a bit of
refactoring in:
* webrtc/common_types.cc
* webrtc/common_types.h
* webrtc/system_wrappers/interface/file_wrapper.h
* webrtc/system_wrappers/source/file_impl.cc
This roll should make it possible for us to finally re-enable deadlock
detection for TSan on the buildbots.

This also marks all virtual overrides of other classes in the same files.
This will make a subsequent change I intend to do safer, where I'll change the
argument types of the base Transport functions, by breaking the compile if I
miss any overrides.
This also highlighted a number of unused functions. I've removed some of these.

Plays back rtpdump files from Wireshark in realtime as well as save the
resulting raw video to file. Unlike the RTP playback tool it doesn't
support faster-than-realtime playback/rendering, but it instead utilizes
the same path as production code and also contains support for playing
back FEC.

std::memcpy -> memcpy for instance. This change was motivated by a
compile report complaining that std::rand() was used instead of rand(),
probably with a stdlib.h include instead of cstdlib. Use of C functions
without the std:: prefix is a lot more common, so removing std:: to
address this.

Analogous to the recent libjingle change: http://cl/54929753-p10.
This supports scoped_ptr<T[]> and scoped_ptr<C, FreeDeleter> rather
than scoped_array and scoped_ptr_malloc respectively.
- Add Chromium's template-based COMPILE_ASSERT. We didn't have this
previously in order to support the macro in C. Instead, move the
existing macro to compile_assert_c.h.
- Additionally copy the move.h and template_util.h depedencies and add
the WARN_UNUSED_RESULT macro.
- Leave scoped_array and scoped_ptr_malloc for now, but mark as
deprecated.
- Remove scoped_ptr foo(NULL) use. The default constructor handles it.
- Remove the now redundant COMPILE_ASSERT from peerconnection_jni.cc.
- Add a CHECK_ARRAY_SIZE macro to rtp_format_vp8_unittest.cc to remove
some repeated code.

I mistakenly ommitted the checks when logging.h was ported from
libjingle to webrtc. This caused a significant CPU cost for logs which
were later filtered out anyway.
Verified with LS_VERBOSE logging in neteq4, running:
$ out/Release/modules_unittests \
--gtest_filter=NetEqDecodingTest.TestBitExactness \
--gtest_repeat=50 > time.txt
$ grep "case ran" time.txt | grep "[0-9]* ms" -o | sort
Results on a MacBook Retina, averaged over 5 runs:
Verbose logs disabled: 666 ms
Exisiting implementation, verbose logs enabled: 944 ms (1.42x)
New implementation, verbose logs enabled: 673 ms (1.01x)
