This exposes the stats selection algorithm[1] on the PeerConnection.
Per-spec, there are four flavors of getStats():
1. RTCPeerConnection.getStats().
2. RTCPeerConnection.getStats(MediaStreamTrack selector).
3. RTCRtpSender.getStats().
4. RTCRtpReceiver.getStats().
1) is the parameterless getStats() which is already shipped.
2) is the same as 3) and 4) except the track is used to look up the
corresponding sender/receiver to use as the selector.
3) and 4) perform stats collection with a filter, which is implemented
in RTCStatsCollector.GetStatsReport(selector).
For technical reasons, it is easier to place GetStats() on the
PeerConnection where the RTCStatsCollector lives than to place it on the
sender/receiver. Passing the selector as an argument or as a "this"
makes little difference other than style. Wiring Chrome up such that the
JavaScript APIs is like the spec is trivial after GetStats() is added to
PeerConnectionInterface.
This CL also adds comments documenting our intent to deprecate and
remove the legacy GetStats() APIs some time in the future.

The convention is reinforced so that setting a rtc::Optional IceConfig
parameter to null restores the default value. Helper getters are added
to IceConfig to provide either user-defined value or the default.
Shared constants and config defaults used in p2p are moved to
p2pconstants.h/cc for future management with sanity checks.

This implements the stats selection algorithm[1] in RTCStatsCollector by
obtaining the selector's inbound-rtp/outbound-rtp stats and performing
the stats traversal algorithm (TakeReferencedStats)[2] on a copy of the
cached report with the rtps as starting point.
Changes:
- RTCStatsCollector.GetStatsReport() with selector arguments added.
- RequestInfo added, "callbacks_" is replaced by "requests_".
- RTCStatsReport.Copy() added.
- New test for sender selector and receiver selector,
RTCStatsCollectorTest.GetStatsWithSelector.

The eventual goal is to allow PlatformThread to use
SequencedTaskChecker, but getting to that point will require
some more detangling.

* Make sequenced_task_checker depend on rtc_task_queue_api
* Move rtc::Event to its own target
* Move basictypes.h to constructormagic
* Move format_macros and stringize_macros into constructormagic
* Rename constructormagic target to... macromagic
* Move stringencode to stringutils
* New target for safe_conversions
* Move timeutils to a new target.
* Move logging to a new target.
* Move platform_thread to a new target.
* Make refcount a new target (refcount, refcountedobject, refcounter).
* Remove rtc_base_approved from deps of TQ
* Remove a circular dependency between event tracer and platform thread.
Further steps will probably be to factor TaskQueue::Current() to not
be a part of the TaskQueue class itself and have it declared+implemented
in a target that's lower level than TQ itself. SequencedTaskChecker can
then depend on that target and avoid the TQ dependency. Once we're there,
PlatformThread will be able to depend on SequencedTaskChecker.
Attempted but eventually removed from this CL:
* Make TQ a part of rtc_base_approved
* Remove direct dependencies on sequenced_task_checker.
* Profit.
A few include-what-you-use updates along the way.
Fix a few targets that were depending on rtc_task_queue_api

Add configurable parameters in RTCConfiguration with the default value
given by the constants CONNECTION_WRITE_CONNECT_TIME and
CONNECTION_WRITE_CONNECT_FAILURES in the ICE implementation. These two
parameters define the time period for which a candidate pair must wait
for ping response and the minimum number of connectivity checks that
the pair must send without response before its state becomes unreliable
from writable as defined in the current ICE implementation.

This is part of the work to add a selector argument to getStats().
Changes:
- TakeReferencedStats() added, which traverses the stats graph and takes
any stats from the report that are directly or indirectly accessible
from the starting stats objects in the stats graph. The result is
returned as a stats report.
- GetStatsReferencedIds(), an efficient helper function for getting
neighbor stats object IDs.
- RTCStatsReport::Take(), removed the stats object with the given ID and
returns ownership of it (so that it can be added to another report).
TakeReferencedStats() is tested with a bunch of sample stats graphs.
GetStatsReferencedIds() is tested in the rtcstats_integrationttest.cc,
making sure the expected IDs are returned. The expected IDs are the
values of the stats object members with the "Id" or "Ids" suffix.

The connectivity check intervals for candidate pairs with strong and
weak connectivity are currently constants in the ICE implementation. A
set of suboptimal value of these constants for a given application may
result in undesirable behavior including excessive network switching
latency. This CL adds these intervals to RTCConfiguration that is
available to applications to configure, while maintaining the original
constants as their default value for compatibility with existing
applications.

This has the following benefits:
* Stats reports are always delivered asynchronously. This means the API
client doesn't need to worry about *possibly* getting a synchronous
callback depending on when the last report was generated.
* Stats callbacks will always be invoked in the same order that the
GetStats calls were made, even in cases where a callback recursively
calls GetStats again.

The previously used "memset(ptr, 0, size)" can get optimized away by compilers
if "ptr" is not used afterwards.
A new class "ZeroOnFreeBuffer" is introduced that can hold sensitive data and
that automatically clears underlying memory when it's no longer used.

This change adds UMA stats that record the format of the remote offered
SDP. There are three classifications for the SDP format:
- Simple: No more than one audio and one video. Should be compatible
with both Plan B and Unified Plan endpoints.
- ComplexPlanB: More than one audio or more than one video in the Plan B
format (e.g., one audio mline with multiple streams).
- ComplexUnifiedPlan: More than one audio or more than one video in the
Unified Plan format (e.g., two audio mlines).

candidate keepalive intervals.
StunStats for a STUN candidate cannot be updated after the initial report
in the stats collector. This is caused by the early return of cached
candidate reports for future queries after the initial report creation.
The STUN keepalive interval cannot be configured for UDPPort because of
incorrect type screening, where only StunPort was supported.

There was an implementation, but it relied on SSLCertificate::GetChain,
which was never implemented. Except in the fake certificate classes
used by the stats collector tests, hence the tests were passing.
Instead of implementing GetChain, we decided (in
https://webrtc-review.googlesource.com/c/src/+/6500) to add
methods that return a SSLCertChain directly, since it results in a
somewhat cleaner object model.
So this CL switches everything to use the "chain" methods, and gets
rid of the obsolete methods and member variables.

JsepTransportController process the entire SDP and handle the RTCP-mux,
SRTP setup, BUNDLE related logic internally. This will replace the current
TransportController.
JsepTransport2 is used by the JsepTransportController which processes the
transport part of SDP and owns the DtlsTransport created internally.
JsepTransport2 will replace JsepTransport and be renamed eventually.

In current implementation, the DtlsSrtpTransport listens to the
SignalNetworkRouteChanged but doesn't forward it to the BaseChannel which
makes it impossible for the media engine to update the network route and
the transport overhead.
The BaseChannel unit tests failed to catch this issue because it used a plain
unencrypted RTP transport for testing.
This CL fix that issue and update the BaseChannel tests.

Moving usage of bitrate configuration related interface from Call
interface to the corresponding methods in the RtpSendTransportController
interface.
SetBitrateConfig was replaced with SetSdpBitrateParameters
SetBitrateConfigMask was replaced with SetClientBitratePreferences
OnNetworkRouteChanged was replaced with OnNetworkRouteChanged
This makes it more clear that RtpSendTransportController owns bitrate
configuration and fits a longer term ambition to reduce the scope of
the Call class.

Also making BitrateContraints::kDefaultStartBitrateBps private to stop

They were disabled since GetRemoteAudioSSLCertificate was written
in terms of voice/video channel, which were not methods supported
with Unified Plan. Now GetRemoteAudioSSLCertificate has been
rewritten to work with RtpTransceivers, so the test can be enabled.
