The 'Module' part of the implementation must not be
called via the RtpRtcp interface, but is rather a part of
the contract with ProcessThread. That in turn is an
implementation detail for how timers are currently implemented
in the default implementation.
Along the way I'm deprecating away the factory function which
was inside the interface and tied it to one specific implementation.
Instead, I'm moving that to the implementation itself and down the
line, we don't have to go through it if we just want to create an
instance of the class.
The key change is in rtp_rtcp.h and the new rtp_rtcp_interface.h
header file (things moved from rtp_rtcp.h), the rest falls from that.

This interface has a couple of issues. Primarily for me, it makes it
difficult work with the paced sender as we need to either temporarily
release a lock or force a thread-handover in order to avoid a cyclic
lock order.
For video in particular, its behavior is also falky since header sizes
can vary not only form frame to frame, but from packet to packet within
a frame (e.g. TimingInfo extension is only on the last packet, if set).
On bitrate allocation, the last reported value is picked, leading to
timing issues affecting the bitrate set.
This CL removes the callback interface and instead we simply poll the
RTP module for a packet overhead. This consists of an expected overhead
based on which non-volatile header extensions are registered (so for
instance AbsoluteCaptureTime is disregarded since it's only populated
once per second). The overhead estimation is a little less accurate but
instead simpler and deterministic.

This caused at least one trial in RTPSender not to be properly parsed.
This CL also updates RtpVideoSender and RtpPayloadParams to use
WebRtcKeyValueConfig instead of the static field_trial methods, in
order to facilitate injectable behavior in the future.

Patchset 2 contains a fix for the fuzzer set up. Since we now parse
an RtpPacket out of the fuzzer data, the header needs to be correct,

ANA was accitendly disabled even when transport sequence numbers were
negotiated due to a bug in how the audio send stream is configured. To
solve this we simply continue to always allow enabling ANA and leave it
up to the application to ensure that it's not used together with receive
side estimation.

This CL removes some unnecessary locking, since we are already
serialized by the lock in VideoStreamEncoder. A simple RaceChecker is
used to verify this.
We also remove the usage of RegisterPayloadType() and replace it with
a parameter in SendVideo instead. This way we are prepared for removing
the payload type map and lock entirely. Some usage still exists
downstream and needs to be removed before cleaning this up.

The purpose of this interface is to allow VideoEncoder to override
the bandwidth allocation set by FecController in RtpVideoSender.
This CL defines the interface and sends it down to VideoSender.
Two upcoming CLs will:
1. Make LibvpxVp8Encoder pass it on to the (injectable)
FrameBufferController, where it might be put to good use.
2. Modify RtpVideoSender to respond to the message sent to it

The state this set tracks (whether this is new feedback for a packet
belonging to a media ssrc) can already be inferred from data provided
by the SendTimeHistory: if packet send time is not populated in the
feedback it's either because:
1. The feedback has already been processed
2. The receiver is sending feedback for bogus non-existent packets
If the first case, this maps to |feedback_packet_seq_num_set_|
containing the packet, if the ssrc (present in the feedback) is part
of the media ssrcs.
In the second case, this data should be ignored anyway.

If the receiver has indicated that a packet has been received, via a
TransportFeedback RTCP message, it is safe to remove it from the
RtpPacketHistory as we can be sure it won't be needed anymore.
This will reduce memory usage, reduce the risk of overflow in the
history at very high bitrates, and hopefully make payload based padding
a little more useful.

When a LossNotification RTCP message is received, the sequence numbers
it refers to must be converted to timestamps before passing the message
down to the encoder. This CL gives VideoSendStreamImpl access to that
information via VideoSendStreamImpl::rtp_video_sender_.

were created. The RTCP target bitrate messages were treated as simulcast
and were split and send for each separate spatial layer in a separate SSRC.
To fix that an svc flag is now wired to VideoSendStream config
and filled based on the encoder config in WebrtcVideoEngine. This flag is
used to differentiate between simulcast and SVC mode in RtpVideoSender.

media-agnostic RTP transport, and move out the media-specific processing,
such as packetization and media-specific headers.

That is, the payload packetization overhead (eg. vp8 payload header),
not the RTP headers, extensions, etc.
The encoder and pacer both look at payload rate, but are currently not
aware of the bytes that are added in between them.

This change integrates the FrameDecryptorInterface and the FrameEncryptorInterface into
the video send and receive path. If a FrameEncryptorInterface is set on an outgoing video RTPSender
then each outgoing video frame will first pass through the provided FrameEncryptor which
will have a chance to modify the payload contents for the purposes of encryption. In addition to
this the new GenericFrameDescriptor will be added as additional data.
If a FrameDecryptorInterface is set on an incoming video RtpReceiver then each incoming
video payload will first pass through the provided FrameDecryptor which have a chance to
modify the payload contents for the purpose of decryption.

When using the generic descriptor we want all simulcast streams to share one
frame id space (so that the SFU can switch stream without having to rewrite the
frame id). The state also needs to be restored when the RtpVideoSender is
recreated.
Note that |shared_simulcast_frame_id_| is only added, but not used in this CL.
Actually using it will be part of the next CL.
