The regression obseverved on Samung devices the last time was caused
by the not detaching the context/surface prior to releasing an
EGLSurface or EGLContext. This was fine on most devices but obviously
not all.

1. Native decoder factory keeps AV1 support behind RTC_DAV1D_IN_INTERNAL_DECODER_FACTORY while Android decoder factory advertises AV1 unconditionally;

Currently if you want to obtain the stats for a specific sender/receiver
in Android, you need to call peerConnection.getStats() and filter
manually the result by sender.
pc.getStats(receiver/sender) exists in c++ and ios but was not exposed
in Android

When an SCTP stream is closing, a stream reset needs
to be sent from both ends.
The remote was not sending a stream reset and quickly
opening another stream with the same StreamID could
cause SCTP errors.

is already registered, allowing the cache to be used preferentially as

On Android, MediaCodec can request a specific layout of the input buffer.
One can use the stride and slice height to calculate the layout from
the Encoder's MediaFormat. The current code assumes
a specific layout, which is a problematic in Android 12.
Fix this by honoring the stride and slice-height.

The default value of sdpSemantics is about to change from PLAN_B to
UNIFIED_PLAN. In order not to cause subtle bugs by applications that
depend on the default value being PLAN_B, we are temporarily making the
default NOT_SPECIFIED. Constructing with NOT_SPECIFIED causes the C++
layer to crash (https://webrtc-review.googlesource.com/c/src/+/242968).

While we're at it, we're upgrading almost all unit tests to use Unified
Plan. However there are still two tests using Plan B for which I added

It seems the Android CTS tests only verify that 16x16 aligned resolutions
are supported.
This change checks the validity of input frame's size when initialing
or encoding processes are about to start using H/W MediaCodec.
This change has additional APIs to retrieve
|requested_resolution_alignment| and |apply_alignment_to_all_simulcast_layers|
from JAVA VideoEncoder class and its inherited classes. HardwareVideoEncoder
using MediaCodec has values of 16 and true for above variables.

Just like the C++ API, add a method in Java VideoFrame.Buffer that
describes the underlying implementation.
Use this method to properly select AndroidVideoBuffer
or AndroidVideoI420Buffer in Java -> C++ Video Frame Conversion.
Also, add a test case for WrappedNativeI420Buffer
in VideoFrameBufferTest for consistency.

AV1X->AV1 mapping added to SdpVideoFormatToVideoCodecInfo in
https://webrtc-review.googlesource.com/c/src/+/215586 results in
discrepancy of codec name between SDP and VideoCodecInfo. That violates
VideoCodecInfo design and breaks downstream projects.
This CL moves the mapping from VideoCodecInfoToSdpVideoFormat and
SdpVideoFormatToVideoCodecInfo to VideoCodecTypeMime.

In the old jitter buffer the two VCMVideoProtection modes |kProtectionNone| and |kProtectionFEC| could be set on the jitter buffer for it to not wait for NACK and instead generate incomplete frames. This has not been possible for a long time.

This patch adds an interface for os/firmware to set a network
preference NOT_PREFERRED / NEUTRAL that can be picked up by
an IceController and used when selection ice candidate pair.

The current camera switch API sequentially cycles through each
camera name for each method invocation. This policy provides
reasonable behavior for devices with 2 or 3 cameras, but
presents challenges with devices that contain several cameras.
For example in a scenario where the current camera is oriented
on the same side as the next camera name, a developer would need to
call switchCamera multiple times to capture from a camera oriented on
a different side of the device.
This commit allows a developer to specify a camera name when switching
cameras. This flexibility allows developers to have more control over
which device they switch to in cases where a device contains several cameras.
