This is a step towards getting rid of reconfiguration via tearing down
and reconstructing receive streams when parts of the configuration
change at runtime.

This cl/ adds a way of setting an EncoderSelector on a specific
RtpSenderInterface. This makes it possible to easily use different
EncoderSelector on different streams within the same or different PeerConnections.
The cl/ is almost identical to the impl. of RtpSenderInterface::SetFrameEncryptor.
Iff a EncoderSelector is set on the RtpSender, it will take precedence
over the VideoEncoderFactory::GetEncoderSelector.

Currently if encoder initialization fails WebRTC doesn't send any video.
This CL adds functionality that changes encoder type in such case and
restores the video. If encoder selector is available we switch to
encoder it recommends. Otherwise, VP8 is used as the default fallback
encoder.

Because of this (seemingly simple) change, I had to change the return
type of transport_name from `const std::string&` to `absl::string_view`
to handle the case when there's no transport assigned.

This CL adds a cooldown of 0.5 seconds where if the WebRtcVideoChannel
created an unsignalled receive stream within that amount of time, if we
receive even more unknown ssrcs we simply drop those RTP packets.
This prevents getting into a state of spawning new decoders on every
single packet which could happen e.g. if PT based demuxing is enabled
and MIDs are missing from the packets.

There's a bit of copy/pasted code in the channel code, which is
making moving network traffic consistently over to the network thread
a bit trickier than it needs to be, so I'm also updating variable
names used in Set[Local|Remote]Content_w to be more explicitly the same
and make it clear that the code is copy/pasted (and future updates can
consolidate more of it).
Also removing some code from the video/voice media channels that's
effectively dead code (vector + registration methods that aren't needed)

BaseChannel adds and removes receive streams on the worker thread
(UpdateRemoteStreams_w) and then posts a task to the network thread to
update the demuxer criteria. Until this happens, OnRtpPacket() keeps
forwarding "recently removed" ssrc packets to the WebRtcVideoChannel.
Furthermore WebRtcVideoChannel::OnPacketReceived() posts task from the
network thread to the worker thread, so even if the demuxer criteria was
instantly updated we would still have an issue of in-flight packets for
old ssrcs arriving late on the worker thread inside WebRtcVideoChannel.
The wrong ssrc could also arrive when the demuxer goes from forwarding
all packets to a single m= section to forwarding to different m=
sections. In this case we get packets with an ssrc for a recently
created m= section and the ssrc was never intended for our channel.
This is a problem because when WebRtcVideoChannel sees an unknown ssrc
it treats it as an unsignalled stream, creating and destroying default
streams which can be very expensive and introduce large delays when lots
of packets are queued up.
This CL addresses the issue with callbacks for when a demuxer criteria
update is pending and when it has completed. During this window of time,
WebRtcVideoChannel will drop packets for unknown ssrcs.
This approach fixes the race without introducing any new locks and
packets belonging to ssrcs that were not removed continue to be
forwarded even if a demuxer criteria update is pending. This should make
a=inactive for 50p receive streams a glitch-free experience.

In practice, support for multiple sinks is not needed and supporting
the API that allows for dynamically adding/removing sinks at runtime,
adds to the complexity of the implementation.
This CL removes that Add/Remove methods for secondary sinks as well
as vectors of callback pointers (which were either of size 0 or 1).
Instead, an optional callback pointer is added to the config struct
for VideoReceiveStream, that an implementation can consider to be
const and there's not a need to do thread synchronization for that
pointer for every network packet.
As part of webrtc:11993, this simplifies the work towards keeping
the processing of network packets on the network thread. The secondary
sinks, currently operate on the worker thread.

Functionality wise, there should be no change with this CL, aside
from updating tests to anticipate OnPacketReceived to handle the packet
asynchronously (as already was the case via BaseChannel).
This only removes the network->worker hop out of the BaseChannel
class into the WebRTC MediaChannel implementations. However, it updates
the interface contract between BaseChannel and MediaChannel to align
with how we want things to work down the line, i.e. avoid hopping to
the worker thread for every rtp packet.
The following steps will be to update the video and voice channel
classes to call Call::DeliverPacket on the network thread and only
handle unsignalled SSRCs on the worker (exception case).

RequestEncoderFallback, RequestEncoderSwitch and
SetVideoCodecSwitchingEnabledRequest are now all called on the
worker thread. Before, the work already happened on that thread but
WebRtcVideoChannel adapted internally when needed.
With this CL, there are thread checks to make sure that these calls are
always made the same way, we don't need the async invoker and there
are fewer calls out from the encoder thread in VideoStreamEncoder
(reducing the chance of unintentional blocking).

This turned out to be a bit complicated, mostly
related to the tests, but here's what's changed:
* No AsyncInvoker (and avoid ClearInternal) in
WebRtcVideoSendStream (WVSS)
* The reason it was there is due to a "design leak" from
VideoSourceSinkController/VideoStreamEncoder where the former uses
locks in all methods and is unaware of a threading model. That design
affected downstream objects, pushed the need for an async hop into
WVSS and added a lock.
A suggestion was made to address this in a follow-up change, here:

* All methods in VideoSourceSinkController are now called on a known
and checked sequence and this CL removes the lock. This also makes
checking state consistent (i.e. calling a getter twice in a row on the
same sequence, will always return the same value, avoiding race with
other threads).
* Handling of reporting state changes from the encoder queue to the
VSSC, is done by VideoStreamEncoder.
* VideoSendStreamImpl is still instantiated on the incorrect thread [1]
but has two initialization steps [2]. The second one already runs on
the right thread. Addressing that TODO [1] is something we should do
but it has side effects to consider. For the purposes of this CL
the steps relating to the encoder (setting the sink pointer) have
been moved to [2].

Save the frame transformer set on unsignaled receivers, and set the
transformer when the ssrc becomes known.
Pass the receiver's ssrc on registering the transformed frame callback,
to associate separate frame transformer sinks for each receiver.

--- Background ---
The webrtc::VideoSendStream::StreamStats are converted into
VideoSenderInfo objects which turn into "outbound-rtp" stats objects in
getStats() (or "ssrc" objects in legacy getStats()).
StreamStats are created for each type of substream: RTP media streams,
RTX streams and FlexFEC streams - each with individual packet counters.
The RTX stream is responsible for retransmissions of a referenced media
stream and the FlexFEC stream is responsible for FEC of a referenced
media stream. RTX/FEC streams do not show up as separate objects in
getStats(). Only the media streams become "outbound-rtp" objects, but
their packet and byte counters have to include the RTX and FEC counters.
--- Overview of this CL ---
This CL adds MergeInfoAboutOutboundRtpSubstreams(). It takes
StreamStats of all kinds as input, and outputs media-only StreamStats
- incorporating the RTX and FEC counters into the relevant media
StreamStats.
The merged StreamStats objects is a smaller set of objects than the
non-merged counterparts, but when aggregating all packet counters
together we end up with exact same packet and count as before.
Because WebRtcVideoSendStream::GetVideoSenderInfo() currently aggregates
the StreamStats into a single VideoSenderInfo (single "outbound-rtp"),
this CL should not have any observable side-effects. Prior to this CL:
aggregate StreamStats. After this CL: merge StreamStats and then
aggregate them.
However, when simulcast stats are implemented (WIP CL:
https://webrtc-review.googlesource.com/c/src/+/168120) each RTP media
stream should turn into an individual "outbound-rtp" object. We will
then no longer aggregate all StreamStats into a single "info". This CL
unblocks simulcast stats by providing StreamStats objects that could be
turned into individual VideoSenderInfos.
--- The Changes ---
1. Methods added to RtpConfig to be able to easily tell the relationship
between RTP, RTX and FEC ssrcs.
2. StreamStats gets a StreamType (kMedia, kRtx or kFlexfec) that
replaces the booleans (is_rtx, is_flexfec).
3. "referenced_media_ssrc" is added to StreamStats, making it possible
to tell which kRtx/kFlexFec stream stats need to be merged with which
kMedia StreamStats.
4. MergeInfoAboutOutboundRtpSubstreams() added and used.

This change adds exposure of a new transceiver method for getting
the total set of supported extensions stored as an attribute,
and their direction. If the direction is kStopped, the extension
is not signalled in Unified Plan SDP negotiation.
Note: SDP negotiation is not modified by this change.
Changes:
- RtpHeaderExtensionCapability gets a new RtpTransceiverDirection,
indicating either kStopped (extension available but not signalled),
or other (extension signalled).
- RtpTransceiver gets the new method as described above. The
default value of the attribute comes from the voice and video
engines as before.
