bbf639e930 Add low-latency stream signaling to VideoFrame and VCMTiming
This is the first CL out of three to make the low-latency stream signaling
explicit. At the moment this is done by setting the render time to 0.
There's a dependency between Chromium and WebRTC which is why this is
split into three CLs to not break any existing functionality.

111e981466 Signaling for low-latency renderer algorithm
This feature is active if and only if the RTP header extension
playout-delay is used with min playout delay=0 and max playout delay>0.

In this case, a maximum composition delay will be calculated and attached
to the video frame as a signal to use the low-latency renderer algorithm,
which is landed in a separate CL in Chromium.

The maximum composition delay is specified in number of frames and is
calculated based on the max playout delay.

The feature can be completetly disabled by specifying the field trial
WebRTC-LowLatencyRenderer/enabled:false/

d4002a733d RTC_EXPORT missing symbols for Chromium's component build.
This CL adds a dependecy on rtc_base/system:rtc_export to rtc_event but
only when built as part of Chromium (since rtc::Event should not be
used outside of WebRTC).

It also adds other missing RTC_EXPORTS.

9560d7dc58 Make update_rect optional in VideoFrame
For the automatic content type detection we need to know if the update
rect is trusted or just not available.

Currently we only care if it's not empty, so in case of no update rect
available, full frame resolution was set as a changed region.

This CL makes the update_rect field optional but should be a no-op in the
current code, as absence of update_rect is treated as a full update via
a new getter method |update_rect_or_full_frame()|.

9455c305e6 Remove deprecation notice for VideoFrame::ntp_time_ms
Ntp timestamps are used for end-to-end delay measurements and can never
go away. The naming and number of timestamp fields in VideoFrame could
change in the future, but capture time in local clock will always be
there on the receive side.

f00bf42d1c Add plumbing of RtpPacketInfos to each VideoFrame as input for SourceTracker.
This change adds the plumbing of RtpPacketInfo from RtpVideoStreamReceiver::OnRtpPacket() to VideoReceiveStream::OnFrame() for video. It is a step towards replacing the non-spec compliant ContributingSources that updates itself at packet-receive time, with the spec-compliant SourceTracker that will update itself at frame-delivery-to-track time.

4fc0855a39 Cleanup video frame metadata copying
In several places VideoFrame::Builder is used to create a new VideoFrame
when intent is to change only one or two fields of a const VideoFrame&.

This approach is bad because each and every metadata field have to be
added to all the places.

Instead, this CL adds missing setters and refactors the code to use
full copy of a VideoFrame and update required fields only.

Along the way few actual bugs are fixed, e.g. when ColorSpace isn't copied
when frame rotation or buffer is cropped or converted.

Accumulate it in all places where frames can be dropped before they reach the encoder.

Reset UpdateRect in VideoBroadcaster if frame the previous frame is dropped.
No accumulation is done here since it's supposed to be a brief occasion then configuration have changed.

8a21e1c9c9 Partial frame capture API part 1
Define new optional struct in VideoFrame to signal that the frame is a
changed part of a whole picture and add a flag to signal that partial
update may be issued by the VideoFrame source.

Also, fix too strict assumptions in FrameBuffers PasteFrom methods.
Also, add ability to set a new buffer in video frame.

ac19414512 Export symbols needed by the Chromium component build (part 6).
This CL uses RTC_EXPORT (defined in rtc_base/system/rtc_export.h)
to mark WebRTC symbols as visible from a shared library, this doesn't
mean these symbols are part of the public API (please continue to refer
to [1] for info about what is considered public WebRTC API).

800787f03b Add color space information to webrtc::VideoFrame and extract from VP9
This CL is the first step for introducing color space information in webrtc.
- Add ColorSpace class listing color profiles.
- Add ColorSpace as a member of webrtc::VideoFrame.
- Make use of this class by extracting info from VP9 decoder.

665174fdbb Reformat the WebRTC code base
Running clang-format with chromium's style guide.

The goal is n-fold:
 * providing consistency and readability (that's what code guidelines are for)
 * preventing noise with presubmit checks and git cl format
 * building on the previous point: making it easier to automatically fix format issues
 * you name it

Please consider using git-hyper-blame to ignore this commit.
