The purpose of this interface is to allow VideoEncoder to override
the bandwidth allocation set by FecController in RtpVideoSender.
This CL defines the interface and sends it down to VideoSender.
Two upcoming CLs will:
1. Make LibvpxVp8Encoder pass it on to the (injectable)
FrameBufferController, where it might be put to good use.
2. Modify RtpVideoSender to respond to the message sent to it
via this API.

This CL allows for FEC protection of packets with VideoTimingExtension by
zero-ing out data, which is changed after FEC protection is generated (i.e
in the pacer or by the SFU).
Actual FEC protection of these packets would be enabled later, when all
modern receivers have this change.

Hard-coding default values forces IDs over 14 to be used even
when we offer less than 15 different extensions.
Note that the code relies on MergeRtpHdrExts for making sure
that extension IDs are kept consistent and non-colliding between
different streams (audio/video).

The overshoot detector uses a simple pacer model to determine an
estimate of how much the encoder is overusing the target bitrate.
This utilization factor can then be adjuster for when configuring the
actual target bitrate.
Spatial layers (simulcast streams) are adjusted separately.
Temporal layers are measured separately, but are combined into a single
utilization factor per spatial layer.

Googletest recently started replacing the term Test Case by Test Suite.
From now on, the preferred API is TestSuite*; the older TestCase* API
will be slowly deprecated.
This CL moves WebRTC to the new set of APIs.

This CL removes MediaOptmization and folds some of its functionality

There is no intended change in behavior from this CL, but due to a new
way of measuring frame rate, some minor perf changes can be expected.
A small change in behavior is that OnBitrateUpdated is now called

really no reason to cache bitrates and wait until the next frame.

This test was added in
https://webrtc-codereview.appspot.com/15789004/, which looks like it
was early on in adding support for capture and encode with native
textures on Android. Since then, the VideoFrame/VideoFrameBuffer
interfaces have emerged and texture support has changed a lot (now
using VideoFrameBuffer with type kNative).
The test only exercises the parts of the video pipeline before
VideoStreamEncoder::pre_encode_callback_, which doesn't care at all
about the type of the corresponding VideoFrameBuffer. That's not so
useful, and since it blocks removal of pre_encode_callback, let's
delete this old test.

This is a follow up of a comment in

It was not very useful to split the audio and video report interval since the RTCP module can only either be audio or video.
The recent it was written that way in https://webrtc-review.googlesource.com/c/src/+/43201/ was because that was a straightforward transition from two global constants to two variable.

RTC_ENABLE_VP9 is more natural to deal with then RTC_DISABLE_VP9.
In all the places this macro is used, WebRTC needs to do more things
so it is easier to "do more if RTC_ENABLE_VP9 is defined" than
"do more if RTC_DISABLE_VP9 is not defined".

All implementations of ModifyReceiverCallConfig and
ModifySenderCallConfig configure the bitrate_config member only. So
replace these methods by ModifyReceiverBitrateConfig and
ModifySenderBitrateConfig.
This is a preparation for injecting RtpTransportControllerSend via
CallConfig. Then bitrates should be passed when constructing
RtpTransportControllerSend, and they can be deleted from CallConfig.

Make sure padding is sent by setting min transmit bitrate.
After camera has been restarted, stop camera again and make sure padding
is still produced. This avoids hoping for padding to be produced based
on assumptions of how padding allocation works with simulcast.
