b766572d2b Adjust AnalyzingVideoSink to work with empty requested resolution
- avoid trying to log requested resolution when it is nullopt
- avoid scaling when required resolution happens to be empty. Frame may still arrive in such scenario either because of bugs test tries to catch, or simly because of asynchronous nature of the system under test.

59c7b2277b Log received frames QP value.
spatial_layers_qp holds the QP values for all the spatial layers. However, receiver only sees one of the spatial layers at a given time. It is of interest to know the shown spatial layers QP. This could also be used to indicate if upper layers are frequently dropped or not.

Reason for revert: Breaks downstream tests.

7209548090 Reland "[Stats] Attribute::ToString(), to replace member ValueToString/ToJson."
This is a reland of commit 54be7084e0861a0179a5fccd0b27edf7d7994bbb

Previously reverted due to an importer issue (b/320646178) and later a
dependency on RTCStatsMember<T>::ValueToString().

In this reland, we add Attribute::ToString() but we don't delete the
RTCStatsMember<T> stringifier methods, allowing downstream to migrate
before they are deleted.

55b593fb6b Remove EncodedFrame::MissingFrame and start removing Decode() param
Remove EncodedFrame::MissingFrame, as it was always false in actual
in-use code anyway, and remove usages of the Decode missing_frames param
within WebRTC. Uses/overrides in other projects will be cleaned up
shortly, allowing that variant to be removed from the interface.

I mostly want to get rid of these because they were taking up about 20%
of the rtcstats_objects.h real estate...

1f98b466b8 stats: rename RTCInboundRTPStreamStats and RTCOutboundRTPStreamStats
to RTCInboundRtpStreamStats and RTCOutboundRtpStreamStats respectively
which follows the camel-casing convention used elsewhere.

The old name is kept around as an alias for a limited amount of time
to allow upgrading dependencies.

c5a4c938bb Reland "Make SimulcastIndex() and SpatialIndex() distinct (remove fallback)."
This is a reland of commit 8ad4924936dea2bd97990b0a951df93f7526f0ff

See diff between latest Patch Set and PS1. Fixes include:
- VideoStreamEncoder's call to bitrate_adjuster_->OnEncodedFrame()
  is updated to take stream index (spatial or simulcast index) instead
  of only looking at SpatialIndex().
- Migrate test-only helpers to use Spatial/SimulcastIndex correctly.

The fixes are to migrate
some test-only helpers that we had forgot to fix that are used by
external tests.
